[asterisk-r2] how enable two E1 R2 (Ecuador)

You did not define group 1, you cannot expect Asterisk to know which
channels to use for group 1. You need to change

context=from-pstn
callgroup=0
pickupgroup=0
group=0
channel => 1-15
channel => 17-31
group=1
channel => 32-46
channel => 48-62

Then group 0 will be channels from 1 to 31 and group 1 will be
channels from 32 to 62.
