[asterisk-r2] forcing asterisk to accept e1r2 calls without ANI

Hi all,

I have this issue where my Asterisk box won't accept calls coming from an E1 
R2 line that doesn't send any ANIs. It's an operator assisted call and the 
telco doesn't pass any ANI.

I have talked with the telco provider and tested incoming calls from an 
operator this time passing an arbitrary ANI. The incoming call was successful.

I'm using:

Asterisk SVN-moy-mfcr2-1.2-r15131M
Libopenr2 0.1.1
