[asterisk-r2] Cannot dial to certain numbers...

	I just installed a new server with 2 E1 links to Maxcom and 1 E1 to
Telmex in Mexico City.  Everything seems to me working fine except that
nobody can dial to numbers that start with 30XXXXXX.  It always says
that it is busy.  What do I need to do to debug this problem?  Here is
the relevant config:
