No, all phones should be able to call
other phones by registered extension
if its on the same asterisk box.


That is a long way of doing it if there are 2 asterisk boxes,
but each phone context and number will be internally
registered when you restart asterisk and users.conf is
parsed and it registers those extensions, and they
can all call each other.
