We do need to rethink this a bit to allow for opportunistic security, also review how we handle dual stack situations.
For OS, we do need to try TLS in parallell on all SIP uri's.
For dual stack support, we need to open two TCP or TLS connections at the same time.
RFC 3263 actually allows for some local policy, especially in cases where NAPTR doesn't exist.</pre>
