Indeed. If I recompile  --without-inotify, it works as expected. I'll file an issue as soon as I find the time. For now, it is sufficient to know that I must use a different file name.

I'm not sure if the code currently handles this specific situation when inotify is available. Specifically, I don't think the internal state which contains mtime is updated to reflect the new value. You can file an issue[1].
