This is the result of the past discussion on the asterisk-dev mailing list
regarding policy surrounding the creation of a new major version[1]. All
current release candidates will have final releases done at the same time
as 18.0.0, and released at that time as well. This ensures that there is
consistency across releases as to the bug fixes present when 18.0.0 is
released, in contrast to previous years where 18.0.0 would not include
fixes that could be in the other releases.
