Yes, as headers are not used by most people they were moved to a separate
target. This is documented in the UPGRADE.txt document:

 * Asterisk headers are no longer installed and uninstalled automatically
   performing a "make install" or a "make uninstall".  To install/uninstall
   headers, use "make install-headers" and "make uninstall-headers".  The
   also continue to be uninstalled when performing a "make uninstall-all".

It was actually done for Asterisk 17.
