[asterisk-dev] Asterisk and CentOS 8

I started writing
https://github.com/jfinstrom/just-a-wiki/wiki/FreePBX-on-Centos-8 when
Centos 8 launched. It actually 90% works.
FreePBX itself has some weird stuff happening and I haven't had time to
revisit it. That said the asterisk portion built just fine.
