[asterisk-dev] Asterisk release branch deletions

Greetings.

To make maintenance slightly easier we are going to delete all non current
release branches for the major branches of 13, 14, and 15.

For example all 13.* branches will be deleted from the repository except
for the most current active release(s). Which in the 13 case are the 13.19
branch (current release) and 13.20 branch (soon to be released).

Moving forward older release branches will continue to be deleted as new
releases come out. Since all releases are tagged there should be no problem
checking out a particular version if needed. Also, if circumstances so
arise a branch can be recreated from a given tag.

Current plans are to initiate this process on Monday March 12, 2018. If
anyone has any valid reasons, or concerns about the release branch
deletions please speak up.

Thanks!
