First off, welcome to the Asterisk Development mailing list!  This is a place typically to discuss C-level code issues and interesting protocol level development topics that affect code changes.

Just so that you're aware, from a mailing list etiquette perspective usually you would start a new thread with your question instead of replying to two existing threads with a question about a new topic.

I'm guessing that this is probably a question you might ask on the asterisk-ari mailing list or the asterisk-users mailing lists as well.

So, to answer your question, and after talking with Josh Colp, in Asterisk 12 it does not look like it's possible.  In Asterisk 13 you can disable it on a global basis, using stasis.conf as follows:

[declined_message_types]
decline=ast_channel_varset_type

But I believe that will apply globally to all users of Stasis/ARI.
