This was an artifact remaining from one of the 213ish refactors... Originally, there was a separate concept of 'strategy' versus 'scenario'. At a certain point, I realized that all the strategy really is, is a specialized variant of the scenario. So, the concepts were combined but I failed to update this function signature.
