Thanks Matt,
Using the List-Id header makes a lot of sense - I'll switch my rule to use that instead.

It is a work in progress. Gerrit does have the ability to pick which header to 'send' to; by default, BCC is used. We can switch that to 'To'.
As an FYI, I am filtering on the List-Id header:
