Given the case where asterisk has a single peer, such as a local
kamailio and multiple remote sip destinations, is it possible to
negotiate t38 both will remotes which specify redundancy in their
re-invites and with remotes which specify fec?

I was helping debug a case where the remote specified redundancy, sip
show peer says fec, and ast 11 sends a SIP/2.0 488 Not acceptable here
after it had updated the t38 state to 2 and sent a SIP/2.0 100 Trying.

Ie, with debug 9 verbose 9, all it logs are:

    switch to state 2
    send 100
    switch to state 4
    send 488

The max_ifp setting should be > 0 (the remote sends 1476, which asterisk
dislikes and replaces with 400, which with fec should result in max_ifp
185), so that shouldn't be the reason for the 488.

But I don't see why else it would 488.
