[asterisk-dev] Git/Gerrit dumb questions

I finally found the wiki.asterisk.org pages that I needed to read to get
started with git and gerrit as configured in these parts. For reference to
help anyone else trying to migrate from the SVN/reviewboard system:

So the question is, I have a couple of SRTP/DTLS related memory leak fixes
for the v.11 branch - Do I still need to raise a JIRA ticket, then submit
the patch to both JIRA and to Gerrit, or can I now just submit this change
to Gerrit and skip the bug report?

Is there a wiki page describing this process (I failed to find it).
