Kind of, but not really. The unit tests make heavy use of the manager hook callback in order to track dialplan usage. When I went to use that function, I realized I had no idea what the parameters were (other than their types, clearly).

Once I figured out what the parameters were used for, I documented them.

It is not yet in Asterisk 12. AST_VECTOR_INSERT was added to trunk.

The function is needed by the message unit tests.

It is a direct operation on the endpoints resource itself. It doesn't make sense for it to be on a {tech} or on a {resource}: you specify both the tech and the resource in the "to" field.

The only thing this could potentially conflict with is if someone created a channel technology named "sendMessage", and only if there was a PUT operation for /endpoints/{tech}. Since there isn't there is no conflict.
