Asterisk 13.1.0. This release candidate is available for immediate

The release of Asterisk 13.1.0-rc2 resolves an issue reported by the
community and would have not been possible without your participation.

The following is the issue resolved in this release candidate:

* --- res_http_websocket: Fix crash due to double freeing memory when
      receiving a payload length of zero.
  (Closes issue ASTERISK-24472. Reported by Badalian Vyacheslav)
