The chan_sip portions should go into both 1.8 and 11. As this adds a new setting, it needs to be documented in the UPGRADE file.
The chan_sip/chan_pjsip portions should both go into 12 and trunk. For chan_sip, this should be documented in the CHANGES file for Asterisk 12.
