This patch was pulled following cascading test failures due to bad things happening when SIPp tests failed earlier. Since then the issues with lingering SIPp processes have been addressed and all that was left to be dealt with were the failures that this patch actually introduced.

It turned out all of them were due to the lack of SDPs in SIPp scenarios, which is what the patch was targeting anyway. As soon as these tests are altered to include SDPs, this patch will be able to go back in.

Testing
-------

Ran each of these tests before and after the patch with r/2827 applied.  Failure confirmed without the patch, averted with the patch.

Every test that I was able to run on my test box between fax, CDR, and SIP successfully before the patch now runs successfully with the patch as long as these changes to the testsuite are in place. I haven't ventured too far outside of those areas though. Luckily it'll be a lot more obvious where problems are now that we no longer have to worry about lingering SIPp processes.
