When reworking chan_iax2 for IPv6, the ability to bind to multiple addresses was removed by mistake.  This patch restores this functionality.

Testing
-------

Tested this on dev machine and confirmed that it was binding to multiple addresses like it should.  Tested both IPv4 and IPv6 addresses.
