[asterisk-dev] ability to configure the payload type numbers in rtp

Hi All,

I've got a very annoying peering that requires me to use payload type
number 96 for telephone-event. Currently in asterisk this hard-coded to
101.

I've filed a bug (which as Rusty pointed out) which should have been a
feature request to make these numbers configurable.

https://issues.asterisk.org/jira/browse/ASTERISK-21382

I don't mind writing the patch, but kindly request some guidance as to
the best approach to do this. From what I can tell probably the most
appropriate place to do this would be from add_static_payload function,
but loading the config file from there everytime seems crazy.

And I don't think the "telephone-event" string is available at that
point ... so I somehow have to map the ast_format to a string to look up
in the config file (I think this is simple enough using the
ast_rtp_mime_types array.

Suggestions/pointers much appreciate.
