What is the use-case here? The SLA support in Asterisk was designed to 
allow emulation of 'key' telephone systems, where call transfers from 
the shared lines just don't exist. In that sort of system, transferring 
a call to another person involves placing the call on hold, telling them 
to 'pick up line <X>' (via whatever means is practical, including 
shouting at them), and they pick up the line on their phone.
