We don't clear the subscription on a forced reload. These reloads are triggered by a reload to something that isn't manager, so this usually won't be a problem, but there may be changes to the manager.conf already in place that cause this subscription to no longer be necessary. It isn't really a problem, but it will mean that until manager is reloaded in the normal fashion (manager reload/reload manager) that the subscription could linger even if it is made unneeded.

The reason we avoid clearing the subscription in this case is because an event based on the subscription was used to trigger the function. This means that attempting to unsubscribe will result in a lock, which is rather ungood.

ACLs are defined in acl.conf and can be used by pretty much anything that has ACL options permit/deny (acl='aclname'). acl= works similarly to permit= and deny= in that it simply appends to the working ACL, so they can be combined with other uses of permit/deny/acl.

Additionally, various means of reloading the configuration have been performed, and so far they pan out aside from a bug with an unchanged acl.conf which is a generic problem against config options accidentally introduced a little while back.
