First, make sure that your patch conforms to the coding guidelines:

Second, you may want to make sure that your feature or bug passes the
unit and integration tests in Asterisk.  Instructions for setting up
and running the Asterisk Test Suite are available here:

Third, create an issue in JIRA.  Sign the license contributor agreement,
and attach your patch in unified diff format to the issue.  If the
patch is a new feature, it must be written against Asterisk trunk.  If
it is a bug fix, it should be written against the oldest support
release, which is 1.8.

Once the issue is created in JIRA, a bug marshal will be along to Triage
the issue.
