[asterisk-dev] Should ASTERISK-17124 be fixed in 1.8.4.2?

Asterisk 1.8.4.2 seems to be suffering from the problem in 
ASTERISK-17124 (Asterisk does not hangup a channel after endpoint hangs 
up when using FastAGI), but 17124 was merged on April 13th and 1.8.4.2 
was released in June.

Should this problem have been fixed? If so, the fix may not have worked.
