This error message completely describes your problem, and has nothing to 
do with Asterisk development (so shouldn't be on this mailing list). If 
you want to use chan_ooh323, then you need to configure it by providing 
an ooh323.conf file.

chan_ooh323 does not use ptlib or h323plus, chan_h323 uses those.
