Reviewboard is a tool to assist in code review between committers, or to 
assist with review of a submitted patch if it's complicated enough.  It 
is not the process for submitting patches.  Posting them to JIRA is the 
appropriate thing to do.  We just have 1000 open issues so it takes a 
while to get to things.  Sorry.
