Added a "SQUELCH" flag to fax detect to allow detection of human/fax call

squelch out all CNG tones and if there is noise left its a human call.

also why change something that we know does not need changing ??

faxmode in ast_dsp_set_digitmode

dsp_process was enhanced to work with alaw and ulaw in addition to slin.

wanting to enhance the WaitFAX app to detect / voice or fax in the dialplan.

noticed that some functions could be enhanced so here is first pass
