queue_baseline is a lua test.  Its failed a few times with this error, where the last AMI event isn't received.  That being said, it appears to be a sporadic failure.  Unfortunately, since it doesn't produce any logs, its impossible to know for sure why sometimes the AMI event isn't received.

This is probably a prime candidate for conversion to python, if for no other reason then when it bounces, we can tell why.
