Okay, figure it out.  Looks to be a regression from:
https://reviewboard.asterisk.org/r/915/ , specifically the logic that
was removed from __ast_verbose_ap().

I've reverted some of the logic on my local box, and able to see the
WELCOME_MESSAGE again.  I'd welcome a review :)

Also, reviewboard is still down for posting :(
