Summary
-------

The fix originally committed for issue #16320 fixed one symptom but did not resolve the underlying problem.  This patch, now against 1.8, will prevent both the original symptom as well as the more insidious one of an ever-growing list of MWI subscriptions which causes endpoints to receive multiple (and eventually tens or hundreds) NOTIFY messages when a voicemail is left/deleted.


This addresses bugs 16320 and 18342.
