It provides equivalent functionality, but uses SpanDSP instead of a commercially licensed FAX stack.

This effort is a part of trying to get as much of the work that was done for the FAX For Asterisk product as possible into Asterisk trunk.  The common code that is not dependent on the FAX stack has been factored out into a common module (res_fax) that allows the registration of FAX technology providers (res_fax_digium and now res_fax_spandsp).  This will replace the existing app_fax, but provide the same dialplan interface.
