The monitor reference is given to ast_queue_cc_frame() in this case. If that fails then we have to release the reference. If ast_queue_cc_frame() is successful then the reference has been passed to the CC core. That reference will ultimately be released when sig_pri_cc_monitor_destructor() is called.
