With Asterisk 1.6.x it *happens* to work because the media negotiation
in 1.6.x does a better job of trying to use the payload numbers chosen
by the offerer, but Asterisk is not under any obligation to do that and
as Olle and I have both posted, if your application does not operate
correctly when the answer uses a different payload number than the offer
used, then your application needs to be fixed/improved.
