No, it does not have a problem. Olle's post indicates that in general we
will *try* to use the same payload number as the offerer did, but not
doing so is *not* a bug, and the offerer should be willing and able to
accept and answer with payload numbers that differ from the ones it
offered. If it cannot do so, it is broken.
