It would be perfectly reasonable for someone to add frame size support
to chan_iax2 like chan_sip has, if they want to control the framing of
audio packets over their IAX2 links. In that case, though, it wouldn't
be multiple IAX2 frames in a single packet, it would be multiple
Asterisk audio frames in a single IAX2 frame.
