I took a look at this to consider redoing format_mp3 to use libmpg123,
instead. It's not the same API as the code we have in the tree, so I
bailed on that idea for now.
However, it's probably still a good idea to change to using a commonly
available library that people can install from elsewhere instead of this
code that we are distributing.
