I like this one. Combine it with Tzafrir Cohen's naming, and it would
become allow_transfer=yes/tone/refer/no.

An alternative would be allow_transfer=tone,refer where any option not
mentioned would not be allowed. Backwards compatibility could be a bit
fun though; the default when not set would have to be
allow_transfer=refer. The naming of "refer" may also be too
SIP-specific.
