Well, people who know each other can refer to each other in any way they 
want without being insulting.

But such a comment being directed to a large group of people unknown to 
the writer can only be considered as insulting. Perhaps the writer of 
the comment had humorous intentions with no insult in mind. Still, this 
particular comment can only be received in a negative manner.
