OK, so I think I understand the issue here now; you are talking about
when the module couldn't even be loaded, as opposed to the situation
where it could be loaded but then failed to operate correctly.

I would be fine with 'require' being a superset of 'load', although you
might need 'prerequire' or something to be analogous to 'preload' too.
