See page 527 of Asterisk: The Future of Telephony (2nd Edition), which
you can download for free from http://asteriskdocs.org/

In a nutshell, you do something like:

Action: MeetmeMute
ActionID: 0596510489
Meetme: 61049
Usernum: 7

You can find the user numbers by watching for MeetmeJoin events when a
user joins a conference.
