Yikes. 2.4.something-old :-( Any chance you could make your life easier
and use some newer kernel?

This is supported by zaptel (though not dahdi). As it is nit kernel 2.6,
it cannot rely on the kernel to provide a 1000Hz timing source. 

Any other crystal on that board that can provide timing?
