Correct, but in a practical sense the line between Proxy and B2BUA has
been blurring. It seems from the original post that people are
creating loops using B2BUAs. So, as a special policy feature it
probably makes sense for B2BUAs to behave a bit like proxy to solve
the problems people are having in the field.

Well, I'd have simply decremented it (which is what proxies do), but
if you want to make the -1 configurable then that's fine.
