[asterisk-dev] Cross compile issue in Zaptel 1.4.9.2

While trying to cross-compile Zaptel 1.4.9.2 I ran into an interesting
problem.  It looks like the kernel/xpp/utils/Makefile has a couple of
issues.

1)  It doesn't properly include makeopts
2)  It doesn't use all of the available variables
