Just to clarify: Zaptel decodes pulse digits. Also, Zaptel can detect
tones, but it is left for the specific driver to implement this.
Asterisk asks the span (the driver) about support for "hardware" DTMF 
decoding capability, and if none is avaialbe, just uses the built-in
DTMF decoding from dsp.c .
