Hi,
 Is it Docbook?
 Is it Latex?
 Is it something else?

Dunno. Rather than decide by an argument based on who can scream the 
loudest, lets look at the requirements:

The doc system must be 
a) easily edited in any text editor (vi, vim, pico, emacs, kate, notepad etc)

b) transportable to anywhere and work the same on their machine

c) semi understandable to someone who does not know the doc syntax
   Ideally, someone who does not "know" the chosen system should be able 
   to write meaningful/valid docs

d) must be able to produce pdf, ps, html, paper, ascii etc format with a 
  commandline option.

e) must cope with generating A4 or letter output easily.

Any other requirements?


Once we have the requirements, and agree on them, lets decide which doc 
sytem best fits the requirements. Then move ahead.
