I reported that reloading chan_zap reported that jb settings changes are
being ignored when in reality they were not.

Just tried it again in 1.4.17 and it still reports that the jb settings
are being ignored but now it appears that this is in fact true (ie. the
settings really are ignored).

So why can't jb settings be changed on the fly and why did this behavior
change?
