I Want to get enough input before this is pushed as a bug report as
previous reports have been closed.

A related bug is http://bugs.digium.com/view.php?id=9350 though this
is not tdm400 specific.

Our analog FXO channels sit at 1111 when not connected.
When you provide battery we go 0101 (idle)

Asterisk in loop or kewl start does not properly bypass lines set at 1111

The posted bug was closed as being impossible, however if the bits to
asterisk show the line as not being idle shouldn't it know to pass up
that line. Currently it will bridge to the line even when dead even
though there is a clear state difference back to asterisk.
