Yes, it is.  The method of escaping employed in 1.4 does not always give the 
right results, so we switched to the current API.  I'm surprised that
pgEscapeStringConn is not there, if you're running 7.4, as the API is clearly
in the 7.3 documentation.  It appears that I'm running 8.2 locally, so I don't
know what to suggest other than upgrading to a later version.
