Documentation like this need to be in the documentation somehow - a  
configuration sample file or  a doc/ file.
CHANGES is not part of the documentation since it will disappear in a  
coming version. I would suggest
you write a really cool and instructive file and add to doc/ :-)

Also, you added a function to acl.h/acl.c with no doxygen  
documentation, that needs to be fixed.
